The order identifies at least 9 million hectares (22 million acres) of prospective areas that could host mineral resources, and calls for policies that promote downstream processing, investment, and \u201cresponsible and sustainable mining practices.\u201d<\/p>\n<p>Executive Order No. 122 directs the Department of Environment and Natural Resources (DENR), through its Mines and Geosciences Bureau, to implement a national exploration and mineral reservation program. It also orders mining applications streamlined through a virtual one-stop shop that will allow national and local permits and clearances to be processed simultaneously rather than sequentially.<\/p>\n<p>The <a href=\"https:\/\/web.facebook.com\/lrcphl\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Legal Rights and Natural Resources Center<\/a> (LRC), an environmental and Indigenous rights legal group, says the policy could expose a much larger area to mineral exploration and development.<\/p>\n<p>The 9-million-hectare figure represents about 30% of the country\u2019s land area, and is more than 11 times the 813,575 hectares (2.01 million acres) currently covered by approved mining projects, according to the LRC. Image by Ryan Dael\/PH-EITI via <a href=\"https:\/\/www.flickr.com\/photos\/eiti\/46997566004\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Flickr<\/a> (<a href=\"https:\/\/creativecommons.org\/licenses\/by-sa\/2.0\/deed.en\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">CC BY-SA 2.0<\/a>).<\/figcaption><\/figure>\n<h2><strong>Pressure on ancestral lands<\/strong><\/h2>\n<p>The LRC estimates that 424,830 hectares (1.05 million acres), or 54% of the country\u2019s existing approved mining area, potentially overlaps with ancestral domains.<\/p>\n<p>Victor Colili, a Pala\u2019wan Indigenous leader from Brooke\u2019s Point on the island of Palawan, said further expansion would intensify <a href=\"https:\/\/newsinfo.inquirer.net\/2192614\/fwd-palawan-vice-mayor-bares-alleged-violations-of-mining-firm\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">pressures communities already experience<\/a>. Image by Keith Anthony Fabro for Mongabay.<\/figcaption><\/figure>\n<h2><strong>Faster permits raise consent concerns<\/strong><\/h2>\n<p>LRC has also questioned EO 122\u2019s simultaneous processing of permits and clearances, warning that the processes of obtaining affected communities\u2019 free, prior, and informed consent, or FPIC, and public consultations could take place before communities have sufficient information about the impacts.<\/p>\n<p>\u201cCommunities cannot give informed consent to a mining project if they have yet to see and understand the full environmental impacts of that project,\u201d said LRC executive director E.M. Taqueban.<\/p>\n<p>Colili raised a similar concern, saying communities need sufficient time to assess the potential impacts and complex agreements involved in mining projects before deciding whether to give their consent.<\/p>\n<p>\u201cIf a decision is obtained through a process that is rushed, we Indigenous peoples could consider that a form of deception,\u201d he said.<\/p>\n<p>Mongabay sought comment from DENR through the agency\u2019s press relations office, asking how it would ensure simultaneous permitting doesn\u2019t weaken environmental assessment, public participation, or FPIC processes. The department had not responded by the time this story was published.<\/p>\n<p>The mining industry, meanwhile, has <a href=\"https:\/\/www.pna.gov.ph\/articles\/1282583?utm_source=chatgpt.com\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">welcomed streamlined permitting<\/a>. Image by P199 via <a href=\"https:\/\/commons.wikimedia.org\/wiki\/File:Toledo_Cebu_2.JPG\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Wikimedia Commons<\/a> (<a href=\"https:\/\/creativecommons.org\/licenses\/by-sa\/4.0\/deed.en\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">CC BY-SA 4.0<\/a>).<\/figcaption><\/figure>\n<h2><strong>Mining while protecting ecosystems<\/strong><\/h2>\n<p>Andrada said mining remains necessary because some important minerals have no available alternatives, but extraction should preserve ecosystem health and ensure that economic benefits reach local communities.<\/p>\n<p>\u201cOur survival as a species depends on a well-functioning ecosystem, nothing else,\u201d he said.<\/p>\n<p>Where mining proceeds, Andrada said, some environmental impacts are inevitable, so safeguards should anticipate them and prevent irreversible ecosystem damage.<\/p>\n<p>\u201cListen to the local people and follow their advice when they express concerns and warnings regarding mining activities,\u201d he said, adding that local governments should prioritize the welfare of affected communities.<\/p>\n<p>The Marcos administration says critical-mineral development should proceed alongside environmental protection and the social, cultural, and economic development of host communities. EO 122 also <a href=\"https:\/\/www.dof.gov.ph\/dof-backs-national-mining-framework-to-drive-economic-growth-industrialization\/?utm_source=chatgpt.com\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">seeks <\/a>to move the Philippines beyond raw extraction toward refining, manufacturing, and mineral recycling.<\/p>\n<p>The LRC called on Congress to first pass the <a href=\"https:\/\/www.google.com\/search?client=safari&amp;rls=en&amp;q=Alternative+Minerals+Management+Bill&amp;ie=UTF-8&amp;oe=UTF-8\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Alternative Minerals Management Bill<\/a>, which seeks to reform mining policy by strengthening community participation and rights and incorporating ecosystem protection, before pursuing large-scale critical-mineral development.<\/p>\n<p><em><strong>Banner image:<\/strong> A man working in a mine in Bicol.
