Nevertheless, observers say the illegal mining crisis is getting worse, not better.<\/em><\/li>\n<li><em>Illegal mining has expanded this year, in some cases in protected areas, and criminal groups involved in mining have tightened their hold in many parts of the country, experts       say.<\/em><\/li>\n<\/ul>\n<\/div>\n<p><button class=\"content-expander\"><span>See All Key Ideas<\/span><\/button><\/p>\n<\/div>\n<p>&#13;<\/p>\n<p>U.S. Secretary of the Interior Doug Burgum traveled to Venezuela in March with over a dozen mining company executives, holding a <a href=\"https:\/\/ve.usembassy.gov\/chairman-of-the-energy-dominance-council-doug-burgum-visit\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">meeting<\/a> in Caracas with local officials to discuss creating a \u201clegitimate mining sector\u201d and removing the criminal groups that currently operate at many mine sites.<\/p>\n<p>The economic potential of Venezuela\u2019s mining sector, he said, could be worth billions.<\/p>\n<p>Burgum\u2019s trip came just a few months after a U.S. military <a href=\"https:\/\/news.mongabay.com\/2026\/01\/how-us-intervention-could-deepen-venezuelas-environmental-crisis\/\" target=\"_blank\" rel=\"noopener\" data-wpel-link=\"internal\">operation<\/a> removed then-President Nicol\u00e1s Maduro and transported him to a detention center in the U.S. state of New York. Since then, officials have heralded a <a href=\"https:\/\/x.com\/WhiteHouse\/status\/2054335002796576940\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">new era<\/a> for Venezuela, and tried to make the mining sector more attractive to foreign investment: Passing mining reform laws, taking down leaders of criminal groups involved in mining, and raiding illegal mining sites.<\/p>\n<p>The U.S. is also considering an executive order aimed at improving access to critical minerals, Reuters <a href=\"https:\/\/www.reuters.com\/world\/americas\/us-seeks-more-access-venezuelas-mineral-wealth-after-tapping-its-oil-sources-say-2026-09-08\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">reported<\/a>.<\/p>\n<p>Yet at the same time, observers say the illegal mining crisis is getting worse, not better. (AP Photo\/Matias Delacroix)<\/figcaption><\/figure>\n<p>Venezuela has one of the largest gold reserves in the world, as well as deposits of bauxite, iron ore and other <a href=\"https:\/\/pubs.usgs.gov\/myb\/vol3\/2022\/myb3-2022-venezuela.pdf\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">critical minerals<\/a> needed for the clean energy transition.<\/p>\n<p>Despite the January operation and other measures, there are still at least 26 armed groups working in mining areas, including gangs, mining \u201csyndicates,\u201d and guerrilla groups like the National Liberation Army (ELN) and dissidents of the Revolutionary Armed Forces of Colombia (FARC), according to a recent SOSOrinoco <a href=\"https:\/\/drive.google.com\/file\/d\/1o-A2aocfwlSHaXBGmuEUUCK1KRKqmmly\/view\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">report<\/a>.<\/p>\n<p>In June, U.S. Southern Command and Venezuelan armed forces allegedly <a href=\"https:\/\/media.defense.gov\/2026\/Jul\/31\/2003973662\/-1\/-1\/1\/OSS_Q3_JUN2026_REV_FINAL_508.PDF\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">killed<\/a> the <a href=\"https:\/\/www.state.gov\/reward-for-information-hector-rusthenford-guerrero-flores\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">leader<\/a> of the drug trafficking organization Tren de Aragua, which also controls gold mines in Bolivar state in eastern Venezuela. But mining hasn\u2019t diminished in its areas of control, such as El Callao and Las Claritas, <a href=\"https:\/\/correodelcaroni.com\/opinion\/el-silencio-ensordedor-de-los-inocentes\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">local media<\/a> <a href=\"https:\/\/efectococuyo.com\/sucesos\/quienes-son-los-cabecillas-que-controlan-las-minas-y-el-contrabando-de-oro-en-bolivar\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">reported<\/a>. Other members of Tren de Aragua took over leadership, reorganized their control of the mines and continued operations.<\/p>\n<p>An August flyover and analysis of satellite imagery of forest loss in Canaima National Park in the state of Bolivar <a href=\"https:\/\/x.com\/SOSOrinoco\/status\/2090847553700913195?s=20\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">revealed<\/a> a new 30.7-hectare (75.9-acre) mine site inside the protected area, adding to the over 300 hectares (741.3 acres) lost to mining expansion between 2024 and 2025. The park is a <a href=\"https:\/\/whc.unesco.org\/en\/list\/701\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">UNESCO World Heritage Site<\/a> and home to geological table-top formations known as tepuys, sacred to many Indigenous communities.<\/p>\n<p>That same month, other flyovers and satellite analysis <a href=\"https:\/\/x.com\/SOSOrinoco\/status\/2087812317945770165?s=20\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">identified<\/a> a separate 5.8-hectare (14.3-hectare) mine site at the mouth of the Carrao River, which leads into the Caron\u00ed River, the country\u2019s second biggest river.<\/p>\n<p>At the end of 2025, satellite data <a href=\"https:\/\/x.com\/SOSOrinoco\/status\/2090847553700913195?s=20\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">detected<\/a> at least 49 dredges inside the park, dozens of dredges along the Caron\u00ed River and 14 active mine sites along the Caruai River.<\/p>\n<p>The Ministry of the Popular Power of Ecological Mining Development didn\u2019t respond to Mongabay\u2019s request for comment.<\/p>\n<p>Yapacana National Park, in Amazonas state, also has confirmed mining activity that appears to be expanding, according to SOSOrinoco. Unregulated mining has contributed to deforestation and pollution, and health issues for the Indigenous Yanomami. (AP Photo\/Matias Delacroix)<\/figcaption><\/figure>\n<p>A mining reform <a href=\"https:\/\/iusdata.com\/wp-content\/uploads\/2026\/04\/GO-7.020-EXTRA-2026-ABR-16-pdf.pdf\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">law<\/a> passed in April was marketed as a solution to organized crime in the mining sector, outlining increased state control and legal pathways for international investment. It also committed to limiting the environmental impact of mining \u2014 a promise that critics <a href=\"https:\/\/news.mongabay.com\/2026\/04\/venezuelas-new-mining-law-could-spell-disaster-for-the-amazon-critics-warn\/\" data-wpel-link=\"internal\">said<\/a> was unrealistic and amounted to greenwashing.<\/p>\n<p>\u201cThe new mining law that was introduced is simply a way of saying, \u2018Well, institutional changes are being made,\u2019\u201d a member of SOS Orinoco, who asked to remain anonymous due to security concerns, explained to Mongabay. \u201c\u2026 But in effect there\u2019s no movement on the ground.\u201d<\/p>\n<p>In an August 2026 <a href=\"https:\/\/www.oas.org\/en\/IACHR\/jsForm\/?File=\/en\/iachr\/media_center\/PReleases\/2026\/175.asp&amp;utm_content=country-ven&amp;utm_term=class-mon\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">statement<\/a> following a <a href=\"https:\/\/youtu.be\/Hw46F2HooVM?si=ge-TxuNlzhBdEgaW\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">public hearing<\/a>, the IACHR called for \u201crobust guarantees regarding environmental and social assessment, access to public information\u201d and consultation with Indigenous communities.<\/p>\n<p>\u201cIndigenous peoples are among those most affected by the expansion of mining,\u201d it said in the statement. \u201cThe occupation of Indigenous lands by persons engaged in mining activity has been documented, as well as the prolonged paralysis of demarcation and land titling processes and the growing militarization of Indigenous territories.\u201d<\/p>\n<p>The commission referenced its own 2024 <a href=\"https:\/\/www.oas.org\/en\/iachr\/jsForm\/?File=\/en\/iachr\/media_center\/preleases\/2024\/257.asp&amp;utm_content=country-ven&amp;utm_term=class-mon\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">request<\/a> that Venezuela address the violence and health impacts on Yanomami people living in mining areas, citing violent deaths, disappearances and torture, among other human rights violations.<\/p>\n<p>\u201c[The IACHR urges] the state to adopt effective, culturally appropriate and concerted measures to protect Indigenous territories, prevent the illegal occupation of their lands, advance pending demarcation and titling processes,\u201d the statement said.<\/p>\n<p><em><strong>Banner image: <\/strong>Women lower a miner into a gold mine pit in El Callao, Venezuela.
