She says the stench often triggers allergies, including colds and coughing.<\/p>\n<p>\u201cSometimes it is quite difficult for us to breathe when waste collectors burn the waste under the open sky. Smoke and ashes envelop our home and surroundings,\u201d she says.<\/p>\n<p>That\u2019s a problem that could get worse under a plan by municipal authorities to burn trash on a much larger scale. A so-called waste-to-energy project would incinerate up to 3,0000 metric tons of trash daily to heat a boiler, which would then produce steam to drive a turbine, thereby generating electricity. This would be the first-ever waste-to-energy project in Bangladesh, part of an effort to tackle the increasing volume of municipal waste.<\/p>\n<p>But the <a href=\"https:\/\/www.tbsnews.net\/bangladesh\/power-generation-aminbazar-landfill-begin-nov-2028-shahe-alam-1477526\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">42.5-megawatt North Dhaka project<\/a> has raised concerns among nearby communities that have long suffered from exposure to polluted air, water, and soil.<\/p>\n<p>Dhaka North City Corporation is the municipal authority overseeing the project, which is owned by the China Machinery Engineering Corporation. Some of the total $467 million in total funding has been pledged by <a href=\"https:\/\/www.aiib.org\/en\/projects\/details\/2025\/approved\/bangladesh-north-dhaka-waste-to-energy-project.html\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">multilateral lenders<\/a> including the Asian Infrastructure Investment Bank and the New Development Bank, both headquartered in China.<\/p>\n<p>The project is due to be completed by December 2028, four years later than initially planned.<\/p>\n<p>For nearby residents like Yeasmin, the prospect of thousands of tons of municipal waste every being burned every day, potentially releasing toxic substances like heavy metals and dioxins, isn\u2019t something to look forward to.<\/p>\n<p>\u201cIt will be more troublesome for us to live here if the waste is burned daily for power generation,\u201d she said.<\/p>\n<figure id=\"attachment_329786\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15152724\/Aminbazar-landfill-Photo-01.jpg\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-329786\" src=\"https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15152724\/Aminbazar-landfill-Photo-01.jpg\" alt=\"Mountains of solid waste rise at the Dhaka North City Corporation\u2019s Aminbazar landfill in Savar, the primary disposal site. Image by Md Jahidul Islam.<\/figcaption><\/figure>\n<h2><strong>From ashes to gases<\/strong><\/h2>\n<p>According to the <a href=\"https:\/\/objectstorage.ap-dcc-gazipur-1.oraclecloud15.com\/n\/axvjbnqprylg\/b\/V2Ministry\/o\/office-doe\/2024\/12\/4416d6df5b09423ca38427f0beb27b5a.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">environmental impact assessment<\/a> for the project, once the power plant is up and running, it will produce 74.8 metric tons daily of fly ash, the kind that\u2019s fine enough to get airborne. Together with particulate matter and bottom ash, the kind that sinks to the bottom of the furnace, that works out to 73,576 metric tons of solid waste from the plant annually, according to an <a href=\"https:\/\/thefinancialexpress.com.bd\/home\/environmental-groups-seek-cancellation-of-north-dhaka-waste-to-energy-project\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">analysis<\/a> by environmental groups.<\/p>\n<p>The groups also say the plant will release 39.56 metric tons of toxic substances, including heavy metals, dioxins and furans, and 1.17 tons of harmful gases, including nitrogen oxides, sulfur oxides, carbon monoxide, and hydrogen chloride.<\/p>\n<p>According to a <a href=\"https:\/\/www.no-burn.org\/wp-content\/uploads\/Pollution-Health_final-Nov-14-2019.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Global Alliance for Incinerator Alternatives (GAIA) report<\/a> released in 2019, studies provide sufficient evidence of direct health impacts from the operation of incinerators, which range from neoplasia to congenital anomalies, infant deaths, and miscarriage.<\/p>\n<h2><strong>A risky project in a densely populated area<\/strong><\/h2>\n<p>The North Dhaka waste-to-energy project is being implemented in an area surrounded by densely packed communities. To the northwest lie the communities of Boliarpur and Konda, home to hundreds of families. Image by Md Jahidul Islam.<\/figcaption><\/figure>\n<h2><strong>The Delhi example<\/strong><\/h2>\n<p>Proponents of the North Dhaka project argue that incineration plants are common around the world as a solution for addressing growing volumes of urban waste, reducing the use of farmland or wetlands for landfilling, and generating electricity at a local scale.<\/p>\n<p>But the experience from neighboring India shows that such projects can worsen, rather than reduce, urban air pollution. In Delhi, German state media DW <a href=\"https:\/\/www.dw.com\/en\/helpful-or-harmful-is-delhis-waste-solution-toxic\/video-71389957\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">reported<\/a> that burning mixed waste releases dangerous heavy metals like cadmium, lead, arsenic, and manganese into the surrounding air. Improper handling and open transport of toxic fly ash has also led to localized soil and neighborhood contamination, it reported.<\/p>\n<p>According to <a href=\"https:\/\/english.mathrubhumi.com\/news\/india\/delhi-waste-to-energy-plants-pollution-impact-alzg4953\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Indian<\/a> media <a href=\"https:\/\/timesofindia.indiatimes.com\/city\/delhi\/forgotten-hotspots-areas-close-to-wte-plants-have-citys-worst-air\/articleshow\/125523334.cms\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">reports<\/a>, residents living near Delhi\u2019s waste-to-energy plants also complain of air pollution and the impacts on their health.<\/p>\n<h2><strong>Authorities say project will proceed<\/strong><\/h2>\n<p>In Dhaka, many residents of the Boliarpur and Konda communities have called for the immediate cancellation of the North Dhaka project. The BWGED, a coalition of organizations and activists advocating for community protection from the impacts of development projects, has echoed this call.<\/p>\n<p>However, government officials appear resolute on pushing ahead with the project.<\/p>\n<p>During a site visit on July 1, Mir Shahe Alam, the state minister for <a href=\"https:\/\/www.tbsnews.net\/bangladesh\/power-generation-aminbazar-landfill-begin-nov-2028-shahe-alam-1477526\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">local government, rural development and co-operatives<\/a>, said, \u201cThe municipal waste has now become a chokepoint of Dhaka city. At any cost, we need to ensure waste management, whether it is through waste-to-energy, bio-compost fertilizer or chemical production; we need to use this huge pile of waste.\u201d<\/p>\n<p>In a bid to expedite the project, the government has also revised Bangladesh\u2019s <a href=\"https:\/\/doe.mymensingh.gov.bd\/pages\/law-policy\/%E0%A6%AC%E0%A6%BE%E0%A7%9F%E0%A7%81-%E0%A6%A6%E0%A7%82%E0%A6%B7%E0%A6%A3-%E0%A6%A8%E0%A6%BF%E0%A7%9F%E0%A6%A8%E0%A7%8D%E0%A6%A4%E0%A7%8D%E0%A6%B0%E0%A6%A3-%E0%A6%AC%E0%A6%BF%E0%A6%A7%E0%A6%BF%E0%A6%AE%E0%A6%BE%E0%A6%B2%E0%A6%BE-%E0%A7%A8%E0%A7%A6%E0%A7%A8%E0%A7%A8-c8eec7-696f52cda31054345f13a241\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Air Pollution Control Rules 2022<\/a>, which previously require waste to be incinerated at 1,000\u00b0 Celsius (1,832\u00b0 Fahrenheit). Under the <a href=\"https:\/\/objectstorage.ap-dcc-gazipur-1.oraclecloud15.com\/n\/axvjbnqprylg\/b\/V2Ministry\/o\/office-doe\/2026\/4\/83454a67-2828-4497-ba4e-f02442337dbe.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">amended rules<\/a>, the Department of Environment has lowered this minimum incineration temperature to 850\u00b0C (1,562\u00b0F), which would lower the plant\u2019s operating costs but potentially yield more particulate matter.<\/p>\n<p>Environmental activists have criticized the move, saying a lower burning temperature would generate more fly ash, which would badly affect the environment and public health.<\/p>\n<p>However, Shaikh Faridul Islam, the state minister for environment, forest and climate change, told Mongabay the lower temperature is appropriate for household waste, while the higher temperature would be applicable if medical and electronic waste were also being burned.<\/p>\n<p>\u201cOur local experts wanted to burn the waste at 1,000-1,100\u00b0 Celsius due to the mixture of e-waste [discarded electrical or electronic devices] and medical waste,\u201d he said. \u201cBut once we found out that our daily kitchen waste is enough to run the plant, we lowered the requirement for the boiler temperature.<\/p>\n<p>\u201cIf e-waste and medical waste are not burned, there will be no harm,\u201d he added.<\/p>\n<p><em><strong>Banner image:<\/strong> A waste picker works amid thick smoke rising from the vast garbage mounds at Dhaka North City Corporation\u2019s Aminbazar landfill in Savar.
