However, it\u2019s heavier and harder to refine than the oil in other countries.<\/em><\/li>\n<li><em>Observers expressed concern about increased greenhouse gas emissions and oil spills, as well as the lack of transparency surrounding the deal, which could threaten protected areas and Indigenous territory.<\/em><\/li>\n<\/ul>\n<\/div>\n<p><button class=\"content-expander\"><span>See All Key Ideas<\/span><\/button><\/p>\n<\/div>\n<p>&#13;<\/p>\n<p>In late August, the U.S. announced a historic oil deal that gives it access to more than 65 billion barrels of proven reserves in Venezuela, with investment of up to $100 billion in new oil infrastructure across the country. The deal has been <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/08\/fact-sheet-president-donald-j-trump-announces-historic-oil-agreement-to-secure-american-energy-dominance-and-drive-venezuelas-economic-recovery\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">billed<\/a> as a way to secure \u201cenergy dominance\u201d for the U.S. while driving Venezuela\u2019s economic recovery. But observers say they\u2019re concerned about the climate impact of fossil fuels,\u00a0the deal\u2019s lack of transparency, potential oil spills and other environmental risks.<\/p>\n<p>\u201cEconomic recovery cannot come at the expense of human rights relating to the environment,\u201d said a Sept. 9 joint <a href=\"https:\/\/clima21.net\/noticias\/clima21-y-provea-instan-al-estado-venezolano-a-establecer-garantias-ambientales-y-de-derechos-humanos-ante-los-nuevos-acuerdos-petroleros-entre-venezuela-y-ee-uu\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">statement<\/a> from the Venezuelan Program for Education-Action on Human Rights (Provea) and Clima21, an environmental NGO. \u201cNo economic interest takes precedence over the constitutional and internationally recognized right to a healthy, safe and sustainable environment.\u201d<\/p>\n<p>The deal is structured through private company North American Blue Energy Partners\u00a0(NABEP), the second-largest Venezuelan oil producer, which has \u201c<a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2026\/08\/fact-sheet-president-donald-j-trump-announces-historic-oil-agreement-to-secure-american-energy-dominance-and-drive-venezuelas-economic-recovery\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">100-year concessions for 17 oil fields<\/a>,\u201d according to the U.S. government.\u00a0The U.S. has a \u201c35% equity stake\u201d in the company and can purchase 20% of its production, with a right of first refusal for the remaining 80% throughout the 25-year agreement.<\/p>\n<p>It\u2019s part of an\u00a0attempt by the U.S. to increase involvement in Venezuela following a January military operation to remove President Nicol\u00e1s Maduro, who has been accused of <a href=\"https:\/\/www.congress.gov\/crs-product\/LSB11401\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">narco-terrorism<\/a> and <a href=\"https:\/\/www.justice.gov\/opa\/media\/1422326\/dl\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">cocaine trafficking<\/a>. Throughout 2026, U.S. officials have <a href=\"https:\/\/ve.usembassy.gov\/visita-del-secretario-de-energia-de-los-estados-unidos-chris-wright\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">visited<\/a> Venezuela to discuss investment in the country\u2019s natural resources, most notably oil and gas.<\/p>\n<p>Venezuela has one of the largest proven crude oil reserves in the world, at an <a href=\"https:\/\/www.eia.gov\/international\/content\/analysis\/countries_long\/Venezuela\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">estimated<\/a> 300 billion barrels. (AP Photo\/Ariana Cubillos)<\/figcaption><\/figure>\n<p>The NABEP deal alone is expected to produce 1.5 million barrels a day, Venezuelan authorities said in a <a href=\"https:\/\/mippci.gob.ve\/ultima-hora-presidenta-delcy-rodriguez-se-dirige-al-pais-sobre-el-gran-acuerdo-energetico-con-los-estados-unidos-que-marcara-el-futuro-de-venezuela\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">statement<\/a>. It will also generate an estimated revenue of over $209 billion for the country, or around $8.4 billion annually over the 25-year deal.<\/p>\n<p>\u201c[The agreement with the US] will have a great impact on the lives of all Venezuelans in the medium and long term,\u201d President Delcy Rodr\u00edguez said at a <a href=\"https:\/\/mippci.gob.ve\/ultima-hora-presidenta-delcy-rodriguez-se-dirige-al-pais-sobre-el-gran-acuerdo-energetico-con-los-estados-unidos-que-marcara-el-futuro-de-venezuela\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">press conference<\/a>. \u201cWe\u2019re projecting a perspective towards a prosperous future.\u201d<\/p>\n<p>Venezuelan oil is <a href=\"https:\/\/www.gao.gov\/assets\/720\/712253.pdf\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">\u201cdirtier\u201d<\/a> than in many other countries, containing high levels of sulfur and heavy hydrocarbons that require more energy to refine and that results in <a href=\"https:\/\/www.eia.gov\/energyexplained\/oil-and-petroleum-products\/refining-crude-oil-inputs-and-outputs.php\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">higher emissions<\/a>. Natural gas is also often produced alongside the oil and involves intensive flaring, a process in which methane-rich gas is burned in the open air.<\/p>\n<p>Around <a href=\"https:\/\/www.iea.org\/reports\/global-methane-tracker-2026\/regional-insights\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">half<\/a> of the methane emitted in Central and South America last year came from oil and gas facilities in Venezuela, according to the International Energy Agency.<\/p>\n<p>The country also has dozens of <a href=\"https:\/\/news.mongabay.com\/2023\/01\/venezuelas-oil-spill-crisis-reached-new-heights-in-2022-report\/\" target=\"_blank\" rel=\"noopener\" data-wpel-link=\"internal\">oil spills<\/a> every year \u2014 a figure that may actually be much higher, according to some researchers, who believe\u00a0the government actively covers up many of the spills to avoid public scrutiny.<\/p>\n<p>One of the worst-hit areas is <a href=\"https:\/\/news.mongabay.com\/2024\/05\/venezuelas-shrimp-farms-push-for-sustainability-against-hardship-and-oil-spills\/\" target=\"_blank\" rel=\"noopener\" data-wpel-link=\"internal\">Lake Maracaibo<\/a>, an area with brackish and freshwater ecosystems that has historically supported small-scale fishing communities.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-329832\" src=\"https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15212912\/2026_015_AA_EarthInsight_v4-scaled-1.jpg\" alt=\"\" width=\"2560\" height=\"2048\" srcset=\"https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15212912\/2026_015_AA_EarthInsight_v4-scaled-1.jpg 2560w, https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15212912\/2026_015_AA_EarthInsight_v4-scaled-1-768x614.jpg 768w, https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15212912\/2026_015_AA_EarthInsight_v4-scaled-1-1536x1229.jpg 1536w, https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15212912\/2026_015_AA_EarthInsight_v4-scaled-1-2048x1638.jpg 2048w, https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15212912\/2026_015_AA_EarthInsight_v4-scaled-1-1200x960.jpg 1200w, https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/15212912\/2026_015_AA_EarthInsight_v4-scaled-1-610x488.jpg 610w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\"\/><\/p>\n<p>\u201cIt is impossible to imagine what environmental governance under the oil agreement will look like, what spills and accidents will mean amid the agony of the rule of law and the frightening track record of U.S. corporations around the world,\u201d Emiliano Teran-Mantovani, a member of the Venezuelan Observatory of Political Ecology, said in a <a href=\"https:\/\/ecopoliticavenezuela.org\/new-trump-rodriguez-oil-agreement-a-neocolonial-pact-and-the-reshaping-of-venezuela\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">statement<\/a> about the NABEP deal.<\/p>\n<p>NABEP and the Ministry of People\u2019s Power for Hydrocarbons didn\u2019t respond to Mongabay\u2019s\u00a0request for comment or weren\u2019t available.<\/p>\n<p>Around 70,785 square kilometers (27,330 square miles) of Venezuela\u2019s oil blocks overlap with protected areas, according to\u00a0data from the\u00a0<a href=\"https:\/\/www.protectedplanet.net\/en\/thematic-areas\/wdpa?tab=WDPA\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">World Database of Protected Areas<\/a>\u00a0and oil block maps from\u00a0<a href=\"https:\/\/geoportal.provita.org.ve\/en\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">ProVita<\/a>, an environmental nonprofit. Several civil society groups in Venezuela <a href=\"https:\/\/provea.org\/actualidad\/trump-y-rodriguez-deben-aclarar-al-pais-alcances-de-acuerdo-energetico-y-sus-implicaciones-para-los-derechos-humanos\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">said<\/a> officials haven\u2019t specified the location of the 17 oil fields and whether they would impact protected areas or Indigenous territory.<\/p>\n<p>In their <a href=\"https:\/\/clima21.net\/noticias\/clima21-y-provea-instan-al-estado-venezolano-a-establecer-garantias-ambientales-y-de-derechos-humanos-ante-los-nuevos-acuerdos-petroleros-entre-venezuela-y-ee-uu\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">statement<\/a>, Provea and Clima21 said the Venezuelan government and international companies must be transparent with their projects moving forward, including \u201cimmediate publication of the environmental protection mechanisms\u201d included in their agreements.<\/p>\n<p>They also said those mechanisms should be consistent with the <a href=\"https:\/\/www.undp.org\/laopdr\/publications\/guiding-principles-business-and-human-rights\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">U<\/a><a href=\"https:\/\/www.undp.org\/laopdr\/publications\/guiding-principles-business-and-human-rights\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">.<\/a><a href=\"https:\/\/www.undp.org\/laopdr\/publications\/guiding-principles-business-and-human-rights\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">N<\/a><a href=\"https:\/\/www.undp.org\/laopdr\/publications\/guiding-principles-business-and-human-rights\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">.<\/a><a href=\"https:\/\/www.undp.org\/laopdr\/publications\/guiding-principles-business-and-human-rights\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\"> Guiding Principles on Business and Human Rights<\/a>, as well as vulnerable peoples\u2019 international right to <a href=\"https:\/\/openknowledge.fao.org\/server\/api\/core\/bitstreams\/8a4bc655-3cf6-44b5-b6bb-ad2aeede5863\/content\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">Free, Prior and Informed Consent<\/a>.<\/p>\n<p>Venezuela should also develop \u201cbinding targets\u201d to reduce greenhouse gas emissions and establish concrete plans for an energy transition that allows the country to overcome its dependence on extractive industries, according to Provea and Clima21.<\/p>\n<p>\u201cThe country\u2019s reconstruction must be grounded in a development model that is sustainable, participatory, just and respectful of human rights,\u201d the groups said.<\/p>\n<p><em><strong>Banner image: <\/strong>Clouds form over pumpjacks and power transmission towers on Lake Maracaibo in Cabimas, Venezuela.
