The list outlines the agency\u2019s intention to loosen restrictions on where, when and with what gear fishers are allowed to fish.<\/p>\n<p>U.S. fisheries are <a href=\"https:\/\/news.mongabay.com\/2025\/04\/sweeping-cuts-and-deregulation-imperil-u-s-fisheries-experts-warn\/\" data-wpel-link=\"internal\">globally recognized<\/a> as some of the most heavily-regulated and sustainable in the world. Conservationists say the agency\u2019s new priorities are the latest signal from an administration intent on deregulating and defunding the agency. It recommends weakening NOAA Fisheries\u2019 \u201cnational standards,\u201d the regulatory guidelines that have shaped the agency since its inception. Image by <a href=\"https:\/\/www.fisheries.noaa.gov\/gallery\/eugenio-pineiro-soler-assistant-administrator-noaa-fisheries-out-and-about\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">NOAA Fisheries<\/a>.<\/figcaption><\/figure>\n<h2>Rolling back fishing restrictions<\/h2>\n<p>The 34 priorities follow an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/restoring-american-seafood-competitiveness\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">executive order<\/a> from President Donald Trump in April 2025, which promised to promote domestic fishing and remove \u201cthe pressure of unnecessary regulations and unfavorable policies.\u201d In the Sept. 2 priorities announcement, NOAA Fisheries pledged to release a broad plan for U.S. fisheries, called the America First Seafood Strategy, in \u201cthe coming months.\u201d<\/p>\n<p>As Mongabay <a href=\"https:\/\/news.mongabay.com\/2026\/06\/fisheries-and-climate-research-would-be-hit-hard-in-trumps-proposed-budget\/\" data-wpel-link=\"internal\">reported<\/a> in June, the administration\u2019s proposed fiscal year 2027 budget includes deep cuts to NOAA Fisheries, including the termination of certain fisheries management programs, fisheries surveys and data collection. Image \u00a9James Maughn via <a href=\"https:\/\/www.inaturalist.org\/observations\/188674176\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">iNaturalist<\/a> (<a href=\"https:\/\/creativecommons.org\/licenses\/by-nc\/4.0\/deed.en\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">CC BY-NC 4.0<\/a>).<\/figcaption><\/figure>\n<p>Some of the agency\u2019s priorities are already in effect, like opposing any future requirement of the Northeast lobster fishery to use ropeless gear, an expensive restriction whose proponents argue would prevent entangling critically endangered North Atlantic right whales, of which <a href=\"https:\/\/www.narwc.org\/report-cards.html\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">less than 400 remain<\/a>.<\/p>\n<p>Trump signed a <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/06\/restoring-american-commercial-fishing-in-the-pacific\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">proclamation<\/a> on June 11 attempting to <a href=\"https:\/\/news.mongabay.com\/short-article\/2026\/06\/us-moves-to-allow-commercial-fishing-in-pacific-marine-protected-areas\/\" data-wpel-link=\"internal\">remove commercial fishing restrictions<\/a> on three marine national monuments in the Pacific Ocean: Papah\u0101naumoku\u0101kea, Rose Atoll and Mariana Trench. The objective appeared again in NOAA Fisheries\u2019 priorities list, with the addition of \u201cPacific Remote Islands,\u201d the former name for Pacific Islands Heritage Marine National Monument.<\/p>\n<p>The Trump administration released a separate proclamation in April 2025 to open that monument to commercial fishing, but a federal district court in Honolulu <a href=\"https:\/\/earthjustice.org\/wp-content\/uploads\/2025\/08\/2025-8-8-order-1.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">struck down the directive<\/a> in August 2025. The June 11 proclamation is also facing challenges in court. Together, those monuments <a href=\"https:\/\/news.mongabay.com\/short-article\/2026\/04\/council-recommends-opening-us-pacific-marine-monuments-to-commercial-fishing\/\" data-wpel-link=\"internal\">represent<\/a> 3.1 million square kilometers (1.2 million square miles) of critical ecosystems, including coral atolls, deep-sea trenches and islands.<\/p>\n<p>Trump also opened the Northeast Canyons and Seamounts Marine National Monument southeast of Cape Cod to commercial fishing again by <a href=\"https:\/\/news.mongabay.com\/2026\/02\/trump-opens-only-us-marine-national-monument-in-atlantic-to-fishing-again\/\" data-wpel-link=\"internal\">proclamation<\/a> on Feb. 6. But weakening the Magnuson-Stevens Act is not the way to do it, he told Mongabay by phone.<\/p>\n<p>\u201cThe current administration wants more American protein from the ocean and I support that,\u201d Hickman said. \u201cHow do we get there? How do we increase that? It\u2019s through better management, better science, and better technology managing these stocks.\u201d<\/p>\n<p>There\u2019s a lot of good in the NOAA Fisheries priorities, he said, namely in the focus on data sharing and advanced technologies. For several years, Hickman has hosted a University of Massachusetts pilot project on his boat to test Starlink satellite-supported video monitoring, which tracks vessel location and catch data. There\u2019s plenty of room for innovation in the way fishers are monitored and share data, he said.<\/p>\n<p>But that won\u2019t replace the Magnuson-Stevens Act, he added, and it won\u2019t make up for budget cuts.<\/p>\n<p>\u201cYou know we\u2019re trying to do stock assessments and do the science,\u201d Hickman said. \u201cWell, hell, you got rid of half the [fisheries staff] and then you cut all these programs.\u201d<\/p>\n<p><em><strong>Banner image<\/strong>: Herring are unloaded from a fishing boat in Rockland, Maine, in 2015.
