Zeng was convicted on nine charges related to the illegal export of native wildlife to Hong Kong, according to Australia\u2019s Department of Climate Change, Energy, the Environment and Water (DCCEEW), the government agency in charge of wildlife.<\/p>\n<p>The animals targeted included saw-shelled turtles (<em>Myuchelys latisternum<\/em>), Cooper Creek turtles (<em>Emydura macquarii emmotti<\/em>), blue-tongued lizards and magnificent tree frogs (<em>Pelodryas splendida<\/em>). Investigators found that the man used a fake animal keeper license to obtain the reptiles.<\/p>\n<p>Between September 2024 and May 2025, Zeng used couriers and international companies to handle international shipping and customs, according to DCCEEW. The animals were stuffed into socks and hosiery, wrapped in foil and hidden inside parcels alongside items including bags of dog food.<\/p>\n<p>Environmental crime investigators also seized five native turtles \u2014 three saw-shelled turtles and two long-necked turtles (<em>Chelodina longicollis<\/em>) \u2014 that were found swimming in a bathtub during a search of a property in a suburb of Sydney.<\/p>\n<p>Under Australian law, exporting native wildlife, including eggs, without a permit is illegal.<\/p>\n<figure id=\"attachment_329922\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-329922\" src=\"https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/16154703\/2.-National-EPA-and-AFP-investigators-1-e1789573696889.jpg\" alt=\"A joint federal and state operation in Australia uncovered alleged Sydney wildlife trafficking ring and confiscated reptiles, cash, and silver and gold bullion worth around $300,000. Image courtesy of the National Environmental Protection Agency.<\/figcaption><\/figure>\n<p>The case offers a glimpse into an illegal trade that often remains hidden until animals are intercepted at the border, at airports or when trafficking networks are uncovered.<\/p>\n<p>But the country now has a new agency to fight wildlife crime. On July 1, 2026, Australia launched the <a href=\"https:\/\/www.nationalepa.gov.au\/about\/national-epa\/what-is\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">National Environmental Protection Agency<\/a> (National EPA) with a mission to \u201cstrengthen oversight\u201d and \u201cmodernise national environmental regulation.\u201d It\u2019s Australia\u2019s first independent national environmental regulator.<\/p>\n<h2>Trafficking penalties don\u2019t match maximums<\/h2>\n<p>Zeng\u2019s sentence was broadly in line with another recent wildlife-trafficking case: In September 2025, <a href=\"https:\/\/www.dcceew.gov.au\/about\/news\/reptile-smuggler-sentenced-operation-rav?utm_source\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">Zipeng Huang, another Chinese national was sentenced<\/a> to two years and 10 months in prison and given a $5,000 fine for trafficking native wildlife. Huang had attempted to mail 27 Australian reptiles to Hong Kong, hidden inside socks and boots in nine separate parcels.<\/p>\n<p>In a more recent case in August 2026, a 42-year-old Vietnamese woman, Thi Ngoc Huong Chu was convicted of attempting to smuggle more than 50 fertilized emu eggs on commercial flights from Australia to Vietnam, where they are consumed as a culinary delicacy. The eggs were seized and destroyed before they left Australia. Image courtesy of the National Environmental Protection Agency.<\/figcaption><\/figure>\n<p>The length of each of these sentences and the fine levied were substantially below the maximum available under Australian federal environmental law. <a href=\"https:\/\/www.dcceew.gov.au\/environment\/wildlife-trade\/law\/wildlife-seizures-guidelines\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">Smugglers who export animals without a permit can face 10 years in jail<\/a> and fines up to AU$364,000 ($260,000). <a href=\"https:\/\/www.legislation.gov.au\/C2004A04868\/2026-06-30\/2026-06-30\/text\/original\/epub\/OEBPS\/document_3\/document_3.html?utm_source\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">Handling property or money acquired through criminal acts can land the perpetrator in prison for up to 25 years<\/a>.<\/p>\n<p>But recent cases show sentences can vary considerably. In February 2026, <a href=\"https:\/\/www.dcceew.gov.au\/about\/news\/record-sentence-reptile-smuggler?utm_source\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">Sydney resident Neil Simpson, 61, was sentenced to eight years in prison<\/a>\u00a0\u2014 the longest sentence ever imposed on a wildlife smuggler in Australia.<\/p>\n<p>Simpson\u2019s case combined three separate charges of attempting to export live native reptiles to Hong Kong, Romania, South Korea and Sri Lanka between 2018 and 2023, according to DCCEEW. Investigators seized 101 live reptiles, and later, hundreds more were confiscated as part of two undercover investigations: lizards, skinks and dragons.<\/p>\n<p>Simpson hired others to ship the packages and three other members of what the environmental agency called a \u201ccriminal enterprise\u201d were also convicted.<\/p>\n<p>Conservationists will closely watch a new case: <a href=\"https:\/\/www.nationalepa.gov.au\/about\/news\/man-charged-over-alleged-attempt-traffic-163-native-reptiles-out-australia\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">On September 4, a 21-year-old Chinese national was arrested and charged<\/a> with attempted smuggling of 163 native reptiles from Sydney to Hong Kong.<\/p>\n<h2>Australian wildlife targeted by traffickers<\/h2>\n<p>An extraordinary diversity of wildlife has evolved on this continent, including reptiles, frogs, birds and mammals found nowhere else on Earth. Some of these species are highly sought after by overseas collectors, particularly bird eggs and reptiles.<\/p>\n<p>Although commercial exports of live native reptiles have been prohibited for decades, they remain popular \u2014 and present \u2014 in the international pet trade, according to <a href=\"https:\/\/digital.library.adelaide.edu.au\/items\/66b4982d-c007-496b-bc19-922d45fd07d8\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">a recent study in the journal <em>Conservation Science and Practice<\/em><\/a>. The <a href=\"https:\/\/www.dcceew.gov.au\/about\/news\/wildlife-trafficker-sentenced-illegal-export-native-animals\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">recent seizures of blue-tongued lizards, magnificent tree frogs and turtles<\/a> are examples.<\/p>\n<p>Traffickers also smuggle exotic species into the country.<\/p>\n<p>In <a href=\"https:\/\/www.nationalepa.gov.au\/about\/news\/gold-and-reptiles-seized-wildlife-trafficking-investigation\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">its first major wildlife crime investigation<\/a>, the new National EPA seized native and exotic reptiles, and AU$300,000 (more than $215,000) in cash, gold and silver bullion, <a href=\"https:\/\/au.news.yahoo.com\/300000-discovery-in-sydney-property-as-new-agency-pounces-sends-a-clear-message-000206497.html\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">reportedly on July 16, 2026<\/a>. Image courtesy of the National Environmental Protection Agency<\/figcaption><\/figure>\n<p>Now, experts say the trade is expanding. \u201cAustralian reptiles have always been common and attractive in the exotic pet trade,\u201d said Phill Cassey, director at the Wildlife Crime Research Hub. We\u2019re also seeing a rise in non-native pet species coming \u2026 into Australia, including mammals and most recently a big rise in the popularity of insect and invertebrate species \u2013 including spiders, scorpions, cockroaches and ants.\u201d<\/p>\n<p>Authorities say they intercepted 113 exports involving 1,250 native wildlife specimens during the 12-month period ending in May 2026, <a href=\"https:\/\/www.dcceew.gov.au\/about\/news\/wildlife-trafficker-sentenced-illegal-export-native-animals?utm_source\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">according to DCCEEW<\/a>, the wildlife agency.<\/p>\n<p>\u201cIllegal trade of Australia\u2019s native wildlife is a serious crime,\u201d said Dani Yannopoulos, who heads the National EPA\u2019s environmental permitting and compliance division, in a media release published on August 22, 2026 \u201cAustralia\u2019s native wildlife is precious and we are working closely with [Australian] Border Force and international partners to stop those who attempt to exploit it through the illegal wildlife trade.\u201d The Border Force is tasked with protection of Australia\u2019s borders as well as customs.<\/p>\n<p>But it\u2019s a lucrative business and the profits can be substantial. \u201cWildlife trafficking is worth about $30 billion a year in the East Asia and Pacific region alone,\u201d said Tanya Plibersek, Minister for the Environment and Water, in <a href=\"https:\/\/minister.dcceew.gov.au\/plibersek\/media-releases\/crackdown-wildlife-trafficker-who-smuggled-reptiles-through-post\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">a press release<\/a>. \u201cThe price of Australian reptiles on the international black market can be more than 28 times the domestic price.\u201d<\/p>\n<p><a href=\"https:\/\/www.austrac.gov.au\/news-and-media\/media-release\/new-financial-crime-guide-combat-australian-wildlife-trafficking?utm_source\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">Native lizards that sell legally for AU$100-400 ($72-$287) in Australia can command AU$1,000-20,000 (roughly $715-$14,300) overseas<\/a>.<\/p>\n<figure id=\"attachment_329930\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-329930 size-full\" src=\"https:\/\/imgs.mongabay.com\/wp-content\/uploads\/sites\/20\/2026\/09\/16170755\/5-Illegal-exports-sentence-image-2-e1789578541204.jpg\" alt=\"Wildlife is smuggled aboard planes and shipped via commercial courier services. Image courtesy of the National Environmental Protection Agency.<\/figcaption><\/figure>\n<h2>Public concern about wildlife trafficking<\/h2>\n<p>There\u2019s widespread concern about illegal wildlife trafficking, but limited knowledge of the problem, according to <a href=\"https:\/\/www.ifaw.org\/au\/press-releases\/new-poll-reveals-australians-in-the-dark-on-wildlife-trafficking\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">a 2026 survey<\/a> conducted by the <a href=\"https:\/\/www.ifaw.org\/au\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">International Fund for Animal Welfare (IFAW)<\/a> and <a href=\"https:\/\/www.wildlifecrimeresearchhub.org\/\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">Wildlife Crime Research Hub at Adelaide University<\/a>. Some 86% of respondents were worried about illegal wildlife trafficking, though 64% said they knew little about it.<\/p>\n<p>Meanwhile, 22% of respondents had never heard of illegal wildlife trafficking, highlighting what researchers say is significant.<\/p>\n<p>\u201cPublic awareness is one of the most powerful tools available to deter wildlife trafficking,\u201d said Katie Smith, who serves as program manager at the Wildlife Crime Research Hub, in a press release for the survey. \u201cThe more people understand how the illegal wildlife trade operates, the better equipped we are as a society to prevent it.\u201d<\/p>\n<h2>Cracking down<\/h2>\n<p>In 2023, the Australian government upped its efforts to tackle the illegal wildlife trade by <a href=\"https:\/\/minister.dcceew.gov.au\/plibersek\/media-releases\/crackdown-wildlife-trafficker-who-smuggled-reptiles-through-post\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">expanding\u00a0DCCEEW\u2019s Environmental Crime Team, according to the department<\/a>.<\/p>\n<p>By late 2024, the Australian government <a href=\"https:\/\/minister.dcceew.gov.au\/plibersek\/media-releases\/crackdown-wildlife-trafficker-who-smuggled-reptiles-through-post?utm_source\" target=\"_blank\" rel=\"noopener external\" data-wpel-link=\"external\">reported more than 200 export seizures<\/a> at the country\u2019s borders and 18 arrests over an 18-month period.
