{"id":1717,"date":"2026-09-24T03:19:57","date_gmt":"2026-09-24T03:19:57","guid":{"rendered":"https:\/\/webmediamall.com\/index.php\/2026\/09\/24\/unicorn778-two-decades-on-nepals-conservationists-search-for-new-dream-generation-peluang-terburuk-saat-bermain-slot-online\/"},"modified":"2026-09-24T03:19:57","modified_gmt":"2026-09-24T03:19:57","slug":"unicorn778-two-decades-on-nepals-conservationists-search-for-new-dream-generation-peluang-terburuk-saat-bermain-slot-online","status":"publish","type":"post","link":"https:\/\/webmediamall.com\/index.php\/2026\/09\/24\/unicorn778-two-decades-on-nepals-conservationists-search-for-new-dream-generation-peluang-terburuk-saat-bermain-slot-online\/","title":{"rendered":"UNICORN778 Two decades on, Nepal\u2019s conservationists search for new \u2018dream\u2019 generation Peluang Terburuk Saat Bermain Slot Online"},"content":{"rendered":"<p><\/p>\n<div id=\"post-330597\">&#13;<\/p>\n<div class=\"bulletpoints-wrapper\">\n<div class=\"bulletpoints\">\n<ul>\n<li><em>In September 2006, a helicopter crash killed 24 people, including then forest minister and senior officials from Nepal\u2019s government and WWF \u2014 a day after they handed over a conservation area to resident communities.<\/em><\/li>\n<li><em>Since the crash, some conservationists say individual roles were replaced, but what was lost was never truly recovered, with visionary leadership growing scarcer since the accident.<\/em><\/li>\n<li><em>Nepal\u2019s tiger population has more than tripled and forest cover has grown beyond 46%, built on the community forestry model the \u201clost generation\u201d, but human-wildlife conflict and the emptying of hill villages remain as unresolved conservation issues.<\/em><\/li>\n<li><em>Devolving control of buffer zones to local communities remains incomplete two decades on, and even the crash\u2019s own commemoration has largely lapsed, leaving current leaders to decide whether to keep running the old conservation model or build a new one.<\/em><\/li>\n<\/ul>\n<\/div>\n<p><button class=\"content-expander\"><span>See All Key Ideas<\/span><\/button><\/p>\n<\/div>\n<p>&#13;<\/p>\n<p style=\"font-weight: 400\">KATHMANDU \u2014 In September 2006, Nepal\u2019s then Minister of Forests and Soil Conservation Gopal Rai and a contingent of conservation leaders flew to a remote village in eastern Nepal to hand over a conservation area to the people living there.<\/p>\n<p style=\"font-weight: 400\">On the evening of Sept. 22, Rai handed over management of the Kanchenjunga Conservation Area (KCA) to the community, hailing it as a milestone in Nepal\u2019s conservation history. \u201cFor the community, this was the beginning,\u201d Ghana Shyam Gurung, now WWF\u2019s country representative, tells Mongabay.<\/p>\n<p style=\"font-weight: 400\">The next day, minutes after take-off, the contingent\u2019s Russian-built Mi-8 helicopter crashed, <a href=\"https:\/\/news.mongabay.com\/2006\/09\/conservationists-killed-in-nepal-helicopter-crash\/\" data-wpel-link=\"internal\">killing all 20 passengers and four crew<\/a>. Among the <a href=\"https:\/\/nepalitimes.com\/friends-and-colleagues\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">dead<\/a> were the <a href=\"https:\/\/nepalitimes.com\/minister-gopal-rai-mina-rai\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">forest minister, his spouse,<\/a> senior officials, a Finnish diplomat, a senior USAID official and WWF staff. Bad weather hampered rescue efforts for two days. No one in the capital Kathmandu could confirm what had happened until searchers reached the wreckage.<\/p>\n<p style=\"font-weight: 400\">Two decades later, the community-based approach to conservation pioneered by \u201cdreamers\u201d such as Harka and Chandra Gurung and Mingma Norbu Sherpa, all of whom were killed in the crash, still drives Nepal\u2019s wildlife and forest recovery. The country\u2019s <a href=\"https:\/\/iucn.org\/story\/202607\/tiger-census-nepals-tiger-number-increases-429\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">tiger population has more than tripled<\/a> and its forest cover has grown by <a href=\"https:\/\/news.mongabay.com\/2023\/02\/nepals-community-forest-program-misses-the-biodiversity-for-the-trees\/\" data-wpel-link=\"internal\">six percentage points<\/a> since the crash. But conservationists say progress has since stagnated.<\/p>\n<h2 style=\"font-weight: 400\"><strong>A generation lost <\/strong><\/h2>\n<p style=\"font-weight: 400\">The crash left empty seats at Nepal\u2019s key conservation institutions. Image courtesy of WWF.<\/figcaption><\/figure>\n<p style=\"font-weight: 400\">At the forest ministry, then oint Secretary Krishna Chandra Paudel lost his minister and Acting Secretary Damodar Parajuli. At the Department of National Parks and Wildlife Conservation, ecologist Shiv Raj Bhatta lost his supervisors, director general Narayan Poudel and former director general Tirtha Man Maskey. The two were of such international stature, Bhatta says, that there was no one to replace them, \u201cI wondered how we would ever produce people of that height again.\u201d<\/p>\n<p style=\"font-weight: 400\">WWF lost seven staff, \u201c<a href=\"https:\/\/news.mongabay.com\/2006\/09\/conservationists-killed-in-nepal-helicopter-crash\/\" data-wpel-link=\"internal\">the single greatest loss of life in WWF\u2019s 45-year history<\/a>.\u201d Among the dead was Mingma Norbu Sherpa, who had helped establish the Annapurna Conservation Area and led WWF Nepal at the time. \u201cI\u2019m a tough person,\u201d Ghana Shyam Gurung from WWF says. \u201cI could never endure that. That was hard..The hardest thing for me was meeting Mingma sir\u2019s wife \u2014 meeting his widow. I haven\u2019t cried that much even for my own mother. That was the first time.\u201d<\/p>\n<h2 style=\"font-weight: 400\"><strong>A wound that left scar <\/strong><\/h2>\n<p style=\"font-weight: 400\">Paudel, who later served as the forest ministry\u2019s secretary before retiring, describes the 20 years as a wound that left a deep scar. \u201cIt\u2019s like when parents die suddenly, the family finds some comfort, and carries the ordinary rhythm of life forward,\u201d he tells Mongabay. \u201cBut the old loss is never truly fulfilled.\u201d<\/p>\n<p style=\"font-weight: 400\">For Jnawali, the story of the past two decades is one of replacement, not continuity. \u201cThe vacuum I imagined didn\u2019t happen, because people from a new generation took over,\u201d she says. \u201cThey don\u2019t remember the old story, but the vacuum still got replaced.\u201d<\/p>\n<p style=\"font-weight: 400\">Visionaries and people who dream a dream and see it through have grown scarcer, she says. This could be a result of government instability and weakening individual commitment as much as of the crash itself, she adds.<\/p>\n<p style=\"font-weight: 400\">\u201cIn the absence of dreamers who could shift paradigms, what came after 2006 was largely the same work repeated,\u201d she says, referring to the shift from strict, exclusionary conservation to community-based management pioneered and led by the people on the helicopter.<\/p>\n<h2 style=\"font-weight: 400\"><strong>\u2018Have we stopped dreaming?\u2019<\/strong><\/h2>\n<p style=\"font-weight: 400\">Gurung says the difficult question to answer now is: Have we stopped dreaming after 2006? \u201cWe keep talking about the same things, redoing the same work,\u201d he says. \u201cSo what\u2019s next? Image by Abhaya Raj Joshi\/ Mongabay.<\/figcaption><\/figure>\n<p style=\"font-weight: 400\">Conservation needs a breakthrough on the scale of the 1990s shift to community-based management, he says \u2014 one built around climate and water. He points to a model of coexistence suited to a landscape that now holds far more wildlife and far fewer farming families than it did in 2006. \u201cThe world ahead is about water,\u201d he says.<\/p>\n<p style=\"font-weight: 400\">Paudel disagrees with Gurung and Jnawali. Forest for Prosperity, the policy vision he says he pushed as secretary to tie conservation to household income, is a new dream by his own account. It aimed at prosperity rather than protection for its own sake. WIt was conservation becoming highly politicized that slowed the sector down, he argues, not that his generation stopped dreaming.<\/p>\n<h2 style=\"font-weight: 400\"><strong>Missed opportunities <\/strong><\/h2>\n<p style=\"font-weight: 400\">Jnawali counts the cost of the crash in missed opportunities for Nepal. Had the 2006 delegation lived, she says she believes that protected areas such as Annapurna and Manaslu might have followed Kanchenjunga into full community management, and new areas might have opened. \u201cWe didn\u2019t just lose people that day,\u201d she says. \u201cWe lost the pace we were moving at.\u201d<\/p>\n<p style=\"font-weight: 400\">Ecologist Bhatta traces the sector\u2019s shortcomings to a failure of collaboration more than to the crash itself. Nepal\u2019s community-based model won international recognition for biodiversity outcomes, he says. That model included the <a href=\"https:\/\/news.mongabay.com\/2024\/02\/un-award-for-nepals-tiger-range-restoration-spurs-euphoria-amid-challenges\/\" data-wpel-link=\"internal\">Terai Arc Landscape approach<\/a>, a transboundary corridor of protected forests linking Nepal and India. Image by Abhaya Raj Joshi\/ Mongabay.<\/figcaption><\/figure>\n<p style=\"font-weight: 400\">He says he wants devolution and to hand more control from the government to local communities. <a href=\"https:\/\/news.mongabay.com\/2026\/03\/in-nepal-calls-for-reform-grow-louder-in-buffer-zones\/\" data-wpel-link=\"internal\">Buffer zones<\/a>, areas around national parks, should be transferred more completely to community control, he says, with the park warden no longer the central authority. \u201cThe core was always local people,\u201d he adds. That handover, in his view, is unfinished business.<\/p>\n<h2 style=\"font-weight: 400\"><strong>Success in numbers<\/strong><\/h2>\n<p style=\"font-weight: 400\"><a href=\"https:\/\/news.mongabay.com\/2026\/08\/nepals-newest-national-parks-drive-tiger-recovery-but-new-concerns-arise\/\" data-wpel-link=\"internal\">Nepal\u2019s tiger population has grown from 121 in 2010 to a record 429 this year<\/a>. Its rhino population has grown from <a href=\"https:\/\/news.mongabay.com\/https:\/news.mongabay.com\/2025\/05\/us-funding-shortfall-halts-nepals-rhino-census-sparks-debate-over-methods\/2025\/05\/us-funding-shortfall-halts-nepals-rhino-census-sparks-debate-over-methods\/\" data-wpel-link=\"internal\">645 in 2015 to 752 in 2021<\/a>. \u201cWe\u2019ve increased tigers, we\u2019ve increased rhinos,\u201d former Secretary of the Ministry of Forests Paudel says. \u201cThat\u2019s a result of the dream that generation was dreaming at the time.\u201d<\/p>\n<p style=\"font-weight: 400\">Part of that recovery rests on the community forestry system that the 2006 generation helped build. <a href=\"https:\/\/www.worldbank.org\/en\/country\/nepal\/publication\/may-the-forest-be-with-you-mapping-nepal-s-forest-landscapes-and-livelihoods\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Nepal\u2019s forest cover has grown from about 40% in the 1990s to more than 46% today<\/a> \u2014 one of the sharpest reversals of deforestation anywhere. <a href=\"https:\/\/www.recoftc.org\/nepal\/stories\/it-time-reboot-community-forestry-nepal\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">More than 23,000<\/a> community forest user groups now manage roughly 2.5 million hectares (6.2 million acres), and about a third of Nepal\u2019s population belongs to one.<\/p>\n<h2 style=\"font-weight: 400\"><strong>The cost of success<\/strong><\/h2>\n<p style=\"font-weight: 400\">The recovering wildlife itself has become part of the strain. As tiger and rhino numbers have climbed, so has the toll of people killed or injured by the animals brought back by conservation efforts.<\/p>\n<p style=\"font-weight: 400\"><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1002\/ece3.74206\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">A 2026 study of Nepal\u2019s Terai Arc Landscape<\/a> documented 245 tiger attacks on humans between 2010 and 2024 with 141 fatalities. The study also found a sharp surge in attacks in the Banke-Bardia complex between 2019 and 2023 \u2014 Bardia\u2019s tiger population roughly doubled over the same period. In Taplejung, the district where the 2006 helicopter went down, data from officials in its <a href=\"https:\/\/kathmandupost.com\/province-no-1\/2025\/09\/08\/wildlife-menace-forces-taplejung-farmers-to-abandon-ancestral-villages\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Phungling Municipality reportedly say<\/a> 245 to 330 families leave hill settlements every year with most citing crop losses due to monkeys.<\/p>\n<h2 style=\"font-weight: 400\"><strong>A memory fading<\/strong><\/h2>\n<p style=\"font-weight: 400\">In 2006 after the last rites of the deceased were performed and work resumed, the <a href=\"https:\/\/www.wwfnepal.org\/?387815\/National-Conservation-Day-celebrated-with-the-annoucement-of-new-award-and-conservation-plans\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">government instituted the National Conservation Day and a National Conservation Award<\/a> to commemorate the memory of the deceased. WWF set up <a href=\"https:\/\/www.wwfnepal.org\/get_involved\/memorial_scholarships\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">memorial scholarships<\/a> that have since supported more than 200 students, many of them women from underserved communities. More than 20 memorial scholars have gone on to pursue master\u2019s degrees in New Zealand, according to WWF\u2019s Gurung.<\/p>\n<p style=\"font-weight: 400\">Two decades on, even the memory of the crash is fading unevenly. In Taplejung, a memorial features statue of the 24 deceased. In Kathmandu, the government-built statue park in Ramkot is overgrown and dilapidated, some names faded or gone. Paudel says observance of the disaster, once marked at the highest level of government, has all but lapsed. \u201cTwenty years have passed and we have almost abandoned it for the last 10,\u201d he says.<\/p>\n<h2 style=\"font-weight: 400\"><strong>Local problems demand local solutions<\/strong><\/h2>\n<p style=\"font-weight: 400\">Paudel says some progress has been made in tackling the challenges, but the measures don\u2019t address the challenges completely. He points to compensation schemes for human-wildlife conflict deaths and insurance programs, both introduced since 2006, but argues that the answers Nepal needs next won\u2019t come from Kathmandu. \u201cLocal governments should look for local solutions,\u201d he says. \u201cPeople know better.\u201d<\/p>\n<p><strong><em>Banner image:\u00a0<\/em><\/strong><em>A man carries a backpack on a trek in the Annapurna Conservation Area in Nepal.
