These days, he runs a small tea stall near one of the gates of the Payra Power Plant, and worry has replaced the seasonal rhythm of harvests.<\/p>\n<p>\u201cI notice a layer of ash on the leaves of the plants and low production,\u201d he says. \u201cThere are coconut trees on my farm; I climb them for pruning or collecting coconuts, and my shirt turns black due to the ash. We are used to bathing in an open pond, but for the last several years there has been an itching problem. My eyesight is affected, too. It is all happening because of the coal power plant.\u201d<\/p>\n<p>Panchayet says he lost almost 1 hectare (2.4 acres) of land to the plant. The reaming 1 hectare, he says, is waterlogged by an ill-planned drainage system that leaves the power station\u2019s discharge sitting stagnant on his fields.<\/p>\n<p>Across a large area of Kalapara subdistrict in Patuakhali, where the coal-fired Payra Power Plant is located, residents tell versions of the same story.<\/p>\n<p>A recent <a href=\"https:\/\/doi.org\/10.3329\/bjphy.v32i1.82343\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">study<\/a> linked local suffering related to air quality and fly ash to the power plant authority\u2019s failure to maintain proper environmental guidelines for protecting the local environment and ecology.<\/p>\n<p>The <a href=\"https:\/\/www.bcpcl.org.bd\/power-plant\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Payra 1320 MW Thermal Power Plant<\/a>, operated by Bangladesh-China Power Company Ltd., a joint venture between Bangladesh and China, started operations in 2020. The plant consumes <a href=\"https:\/\/www.tbsnews.net\/bangladesh\/energy\/2nd-unit-payra-power-plant-shut-down-644274\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">10,000 to 12,000 tons of coal<\/a> every day to generate electricity.<\/p>\n<p>The study also noted that the atmosphere of the villages surrounding the power plant has been heavily damaged by toxic outputs such as carbon dioxide, sulfur dioxide, lead and fly ash. Image by Rashidul Hasan.<\/figcaption><\/figure>\n<h2><strong>Operating without testing the air quality<\/strong><\/h2>\n<p>Under Bangladesh\u2019s <a href=\"https:\/\/drive.google.com\/file\/d\/1Me5nZL5a-6yNYKKIG3hHlhSGJOzpfjPV\/view?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Environment Conservation Rules of 1997<\/a>, industries, including power plants, are required to have their ambient air and stack emissions tested for sulfur dioxide, nitrogen oxides, suspended particulate matter, carbon dioxide and carbon monoxide before their environmental clearances are renewed each year.<\/p>\n<p>A review of Payra\u2019s stack emissions test <a href=\"https:\/\/drive.google.com\/drive\/folders\/1c8o8hQ4u-VU1yKXGpaQ3ice7EN7pM7nv?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">documents<\/a> from 2021 to 2025 shows the Department of Environment\u2019s (DoE) <a href=\"https:\/\/doe.barisal.gov.bd\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Barishal Divisional Office<\/a> never once carried out a stack emission test. For ambient air quality, only suspended particulate matter was checked with any regularity; sulfur dioxide and nitrogen oxides were tested just once, in 2021.<\/p>\n<p>And that year\u2019s results were hardly reassuring: One reading put particulate matter at 310 micrograms per cubic meter, well above the 200- \u03bcg\/m\u00b3 standard. A second test on Oct. 24, 2021, recorded 188.12 \u03bcg\/m\u00b3 \u2014 still close to the limit \u2014 with officials noting the test had been conducted in \u201chalf-rainy weather\u201d.<\/p>\n<p>The reason for the gap, according to the Barishal office\u2019s senior chemist, <a href=\"https:\/\/doe.barisaldiv.gov.bd\/pages\/officers\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Md Golam Kibria<\/a>, is straightforward: \u201cThe office simply cannot do the work.\u201d<\/p>\n<p>\u201cWe have a mandate for air, sound and liquid quality tests. But in our laboratory in Barishal, we cannot test air and liquid, though it is mandatory to test them twice a year,\u201d Kibria says.<\/p>\n<p>However, Mohammad Abdul Motalib, <a href=\"https:\/\/doe.gov.bd\/pages\/officers?filters=%7B%22officer_category%22%3A%226922d2bb81fc96cef9e9a2ed%22%7D&amp;page=1&amp;page_size=250\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">deputy director for air quality<\/a> at the DoE, has a different view of what is required.<\/p>\n<p>\u201cWe monitor Payra 1320 MW Thermal Power Plant, <a href=\"https:\/\/www.bifpcl.com\/about.aspx?mode=faq\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Rampal 1320 MW Coal Power Plant<\/a> and <a href=\"https:\/\/www.chpower-hris.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Banshkhali 1320 MW Coal Power Plant<\/a> through online systems, but whenever we doubt the accuracy of a report, we engage a third-party testing agency,\u201d Motalib says. \u201cWe engaged a third party for Rampal. However, we did not conduct any test for Payra, but we have seen that the air is within the standard. For the ambient air quality of an industry, the industry is not responsible, as there are many stakeholders.\u201d<\/p>\n<p>He points to <a href=\"https:\/\/objectstorage.ap-dcc-gazipur-1.oraclecloud15.com\/n\/axvjbnqprylg\/b\/V2Ministry\/o\/office-doe\/2024\/12\/20ddc059f80f4b65ae0701d85e54030e.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Rule 8(5) of the Air Pollution (Control) Rules, 2022<\/a>, which places responsibility for emissions reporting on the operator, saying, \u201cWe are also trying to attain our capacity to test the emission for our offices where the facilities are absent.\u201d<\/p>\n<p>On the ambient air question specifically, he bluntly says, \u201cWhen we are testing emissions, we don\u2019t need to check ambient air quality. Besides, the standards of ambient air components were not fixed in the latest air pollution control rules. Those who are advocating for ambient air tests lack knowledge. Image by Muhammad Mostafigur Rahman.<\/figcaption><\/figure>\n<h2><strong>Chimneys much shorter than approved height<\/strong><\/h2>\n<p>When the DoE approved Payra\u2019s Environmental Impact Assessment on Aug. 10, 2015, and issued <a href=\"https:\/\/drive.google.com\/file\/d\/1d9xjRnGRVUVUYDySJxVYE_OcFB_CaWUj\/view?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">site clearance<\/a>, it came with 57 conditions. Condition 56 was unambiguous: The plant could not begin operating without, among other things, a 275-meter (902-feet) chimney, an effluent treatment plant, wastewater treatment, and a raft of pollution-control equipment.<\/p>\n<p>That figure was not arbitrary. Schedule 11 of the Environment Conservation Rules, 1997, sets 275 m as the minimum stack height for dispersing sulfuric acid emissions from coal plants of 500 MW capacity or above, and the approved Environmental Impact Assessment (EIA) itself confirmed that the <a href=\"https:\/\/drive.google.com\/file\/d\/1hOM34QOgvODxMbJHBJhhxG9Hwej2ERVm\/view?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">275-m requirement<\/a> had been factored into the design.<\/p>\n<p>The environmental clearance itself came late in more ways than one. The plant\u2019s first 660 MW unit began its trial run on Jan. 12, 2020, and entered commercial operation on May 15 that year. Its second unit began trial generation on Aug. 26 the same year. The environmental clearance certificate wasn\u2019t issued until Oct. 20, 2020 \u2014 meaning both units were already running, both trial and commercial, months before approval was granted.<\/p>\n<p>On March 2, 2020, the DoE carried out the first inspection to issue the Environmental Clearance Certification (ECC) and found both units\u2019 chimneys stood at 220 m (720 ft) \u2014 <a href=\"https:\/\/drive.google.com\/file\/d\/1G33qwgYpUZpS6hzNWPUqXLVwJsVv_MSA\/view?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">55 m (180 ft) below the approved height<\/a>.<\/p>\n<p>Later, on <a href=\"https:\/\/drive.google.com\/file\/d\/1RbYGGP5RelKb3P5t6HBbSl3h_QRIKu_L\/view?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">May 17, 2020<\/a>, the joint venture company operating the plant submitted a revised EIA to the DoE headquarters, recording the chimney height as 220 m.<\/p>\n<p>Based on the company\u2019s revised EIA and its request, DoE later that year formed an expert committee to review the appropriate chimney height and practices in such kinds of power plants.<\/p>\n<p>Tanvir Ahmed, a professor of civil engineering at the Bangladesh University of Engineering and Technology (BUET) and a member of the committee, tells Mongabay, \u201cThe stack height of 275 m was not mandatory. The height never guarantees better quality. If the flue gas desulfurization [FGD] machine successfully retains the gases properly, then 220 m is enough.\u201d<\/p>\n<p>FGD is a group of technologies used to remove sulfur dioxide (SO\u2082) from exhaust gases of fossil-fuel power plants, waste incinerators and industrial boilers.<\/p>\n<p>However, Ahmed says, the DoE is responsible for checking the machinery the plant has been using.<\/p>\n<p>DoE director <a href=\"https:\/\/doe.gov.bd\/pages\/officers?filters=%7B%22officer_category%22%3A%226922d2bb81fc96cef9e9a2ed%22%7D&amp;page=1&amp;page_size=250\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Masud Iqbal Md Shameem<\/a>, who sat on the clearance committee, defends the revision.<\/p>\n<p>\u201cA taller chimney was suggested on the notion that it helps disperse pollutants over a broader geographic area to reduce ground-level toxicity, but modern policies intentionally restrict companies from using excessive stack heights as a substitute for installing a filtration system,\u201d he says.<\/p>\n<p>The decision to allow shorter chimneys was based on an expert committee meeting, Shameem says.<\/p>\n<h2><strong>Exempted from testing ambient air, quietly<\/strong><\/h2>\n<p>On May 27, 2025, an \u201curgent and confidential\u201d order signed by then-additional director general of DoE, Sohrab Ali, <a href=\"https:\/\/drive.google.com\/file\/d\/1qADntGlWtB5Goa3NrIs3Dnta-gaU1WBJ\/view?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">exempted several categories of industry<\/a>, power plants among them, from submitting ambient air quality monitoring results.<\/p>\n<p>\u201cThe decision was taken because the Air Pollution (Control) Rules, 2022, prescribe fugitive emission standards for only five sectors: cement, steel, spinning mills, brick kilns and stone crushing,\u201d the order reads.<\/p>\n<p>Therefore, heavy industries such as power plants are receiving exemptions from ambient air quality testing.<\/p>\n<p>In addition, Bangladesh runs two separate emission regimes depending on when a plant came into operation. Facilities built before 2020 \u2014 Payra among them \u2014 are held to 400 milligram per normal cubic meter for sulfur dioxide, 400 mg\/Nm\u00b3 for nitrogen oxides, and 150 mg\/Nm\u00b3 for particulate matter.<\/p>\n<p><a href=\"https:\/\/objectstorage.ap-dcc-gazipur-1.oraclecloud15.com\/n\/axvjbnqprylg\/b\/V2Ministry\/o\/office-doe\/2026\/4\/83454a67-2828-4497-ba4e-f02442337dbe.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">Plants built after 2020 face tighter limits<\/a>: 200 mg\/Nm\u00b3, 200 mg\/Nm\u00b3 and 50 mg\/Nm\u00b3, respectively.<\/p>\n<p>Abdus Salam, a <a href=\"https:\/\/www.du.ac.bd\/faculty\/faculty_details\/CHM\/112\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">chemistry professor<\/a> at the University of Dhaka and a researcher on air pollution, says, \u201cA coal power plant is always hazardous to the environment, and it has an impact on the environment and communities even if you have efficient equipment to capture toxic materials. This is why European countries have shifted power production away from coal.\u201d<\/p>\n<p>He adds, \u201cEmissions and ambient air should be monitored extensively, but if monitoring or tests are not done regularly, it is concerning. Image by Rashidul Hasan.<\/figcaption><\/figure>\n<h2><strong>What evidence shows on the ground<\/strong><\/h2>\n<p><a href=\"https:\/\/drive.google.com\/file\/d\/1KO28M9IZYpYiXrvWigMAECnUN60ipEEd\/view?usp=sharing\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external\">The 2025 study<\/a> conducted in 16 villages within a 9-kilometer (5.6-mile) radius of the plant found the presence of sulfur dioxide averaged 65 \u00b5g\/m\u00b3 near the site, against a national standard of 50 \u00b5g\/m\u00b3.<\/p>\n<p>Similarly, nitrogen oxides reached 80 \u00b5g\/m\u00b3, against a threshold of 53 \u00b5g\/m\u00b3. Both particulate matters, PM2.5 and PM10, exceeded WHO limits, indicating a risk of respiratory diseases among locals.<\/p>\n<p>Water quality fared no better. The plant was established in the estuary of the Andharmanik and Golachipa rivers, and the study found contamination from thermal discharge and heavy metals, with river water temperatures up 3.5\u00b0 Celsius (6.3\u00b0 Fahrenheit) from pre-operation levels \u2014 well past the International Energy Agency\u2019s (IEA) 2\u00b0C (3.6\u00b0 F) thermal pollution threshold. Arsenic, mercury and cadmium were all found above WHO drinking water limits.<\/p>\n<p>Soil told a similar story. Average pH dropped from 6.2 to 4.8, consistent with acidification from sulfur dioxide and nitrogen oxide emissions, while arsenic, cadmium and lead levels in soil samples exceeded FAO limits for agricultural land.<\/p>\n<p>The general manager and company secretary of Bangladesh-China Power Company Limited, Muhammad Mahmud Hasan, says, \u201cWe emit gases below the standard of the government and in full compliance of the rules. I don\u2019t know what the researchers have found; there may be some mismatches.
